DHF is set to transform the industry with Building Hardware training launch


Door & Hardware Federation (DHF) has launched a new accredited training programme designed to give professionals across the building hardware sector the knowledge and recognised qualifications needed to support competence and career development. 

DHF Core Competencies: Understanding Building Hardware is an innovative online learning programme leading to an Ofqual-regulated Level 2 certificate, accredited by the Awarding Body for the Built Environment (ABBE).

Developed for product managers, customer service teams, trade counter operatives and anyone working in or looking to enter the building hardware sector, the flexible programme provides a solid grounding in building hardware fundamentals while enabling learners to build specialist knowledge through a range of product-specific modules. 

It is also ideal for employee induction and ongoing professional development. All learners complete a mandatory Core Module, comprising six guided learning units and multiple-choice assessments, before selecting at least one of 12 Product Modules. Additional modules can be purchased at any time, enabling learners to tailor their learning to their role and responsibilities.

On successful completion, learners receive a DHF Level 2 Certificate in Core Competencies: Understanding Building Hardware, as well as an Ofqual-branded certificate from ABBE. The certificate also lists every product module completed, providing employers with clear evidence of an individual's knowledge and achievement. To support learning, every participant can download a dedicated study guide containing module learning outcomes, guided note-taking sections and prompts to reinforce key concepts throughout the course.

"This programme, which launches on 30th July, represents a step change for the building hardware sector and is, without doubt, one of the most significant investments DHF has made in developing the competence of our building hardware industry," explains DHF’s Chief Executive, Patricia Sowsbery-Stevens.

"From the outset, we listened carefully to our members to understand the knowledge gaps that existed across manufacturing, distribution, technical support, and sales. We then developed a programme that directly addresses those needs while aligning it with the CPA's White Paper on Construction Product Competence, which has since evolved into the draft BS 8670-2 standard. As an industry, we believe we are ‘ahead of the curve’ by providing a qualification that reflects both current and emerging competence expectations."

The ABBE Level 2 Certificate in Core Competencies: Understanding Building Hardware is an Ofqual-regulated qualification, giving learners a nationally recognised qualification that provides employers with clear evidence of the knowledge element of the Skills, Knowledge, Experience and Behaviours (SKEB) framework. It creates a credible, structured route for individuals to develop professionally, while giving employers confidence that their people have acquired knowledge that is directly relevant to their role.

The programme is delivered through the DHF Training Academy, built on the digital learning platform that DHF invested in back in 2019. This provides learners with the flexibility to study at their own pace, while enabling managers, HR teams and training professionals to monitor learner engagement, progress and achievement through a dedicated management portal. It ensures organisations can actively manage competence across their workforce rather than simply delivering one-off training.

Patricia Sowsbery-Stevens appointed Chief Executive Officer of DHF


Door & Hardware Federation (DHF) has announced the appointment of Patricia Sowsbery-Stevens as its new Chief Executive Officer, following the retirement of Bob Perry. Patricia takes up the role after more than ten years with the federation, during which she has played a leading role in its growth and development.

Since joining DHF in 2015 as UK Marketing Manager, she has progressed through a number of senior leadership positions, including Commercial Manager, Head of Commercial Operations, Commercial Director and, most recently, Deputy CEO.

A Chartered Marketer and Fellow of the Chartered Institute of Marketing, Patricia has helped shape many of DHF's most significant achievements over the past decade. She has led the federation's rebrand, expanded its industry-leading training and qualifications, introduced CSCS card schemes and played a key role in developing industry competence frameworks. Her work has strengthened DHF's position as the leading trade association representing the UK's door, gate, shutter and building hardware industries.

As CEO, Patricia will lead the federation's strategic direction, working closely with the Board, Executive Committee, members and industry partners to continue raising standards across the sector through technical guidance, training, advocacy and member support.

"I am absolutely delighted to be taking on the role of CEO at DHF,” says Patricia. “Having been part of the federation for more than a decade, I know first-hand the difference we make to our members and to the industries we represent. It is a real privilege to lead such a knowledgeable and dedicated team.

"Our purpose remains clear; to help businesses succeed while raising standards across the industry. We will continue to champion competence, professionalism and compliance, expanding our training and qualifications to meet the changing needs of the sector. We already deliver training that aligns with BS 8670-1 and the National Occupational Standards, and I look forward to building on that work as we support the development of BS 8670-2 and continue helping both individuals and businesses demonstrate the highest standards of competence.

"The industry is changing rapidly, with increasing expectations around safety, compliance and professional standards. DHF is well placed to support our members through those changes, and I am excited about the opportunities ahead. I look forward to working closely with our Board, our members, our partners and the wider industry as we continue to strengthen the federation and build on the excellent foundations already in place."

Under Patricia's leadership, DHF will continue its commitment to supporting members through trusted technical advice, accredited training, industry guidance and advocacy, while helping drive higher standards of competence, safety and professionalism across the UK's door, gate, shutter and building hardware sectors.

DHF launches new best practice guide to help members navigate PSTI requirements

The Door & Hardware Federation (DHF) has published a new Best Practice Guide, A Beginner's Guide to PSTI for members of DHF, to help them understand and comply with the requirements of the Product Security and Telecommunications Infrastructure (PSTI) Act 2022 and associated regulations. 

Developed in response to growing concerns around cyber security and the increasing use of connected technologies within the door, gate, hardware and access control sectors, the guide was produced at the request of DHF's Cyber Security Committee Chair, Dave Herbert.

The publication has been designed to provide members with a concise introduction to the PSTI Regulations. It explains which products may fall within scope, clarifies the responsibilities of manufacturers, importers and distributors, and offers straightforward guidance on achieving compliance. The guide also encourages businesses to adopt best practice beyond the minimum legal requirements while helping them avoid potentially significant enforcement action and financial penalties.

“As more products become connected to the internet, cyber security is no longer solely an IT issue,” explains DHF’s Deputy CEO, Patricia Sowsbery-Stevens. “It is increasingly a product compliance and business risk issue. Indeed, many businesses may be unaware that products incorporating connected technology are now subject to specific legal requirements under the PSTI Regulations. 

"This is particularly relevant to the door and hardware sector, where technologies such as automated doors and gates, smart locks, access control systems, connected cameras, remote monitoring systems and connectivity hubs are becoming increasingly common. Many of these products may fall within the scope of the legislation.”

The PSTI Regulations came into force on 29th April 2024 and apply to relevant consumer connectable products placed on the market in the UK. The regulations establish a minimum cyber security baseline for connected products, helping to address the growing threat posed by cyber criminals targeting internet-connected devices.

Importantly, responsibility for compliance does not rest solely with manufacturers. Importers and distributors also have legal obligations and must undertake appropriate due diligence to ensure products placed on the market meet the required standards. Businesses throughout the supply chain should therefore review their products, determine whether they fall within scope and ensure that appropriate compliance procedures are in place. 

The guide highlights that compliance should not be viewed simply as a regulatory burden. Demonstrating strong cyber security practices can improve customer confidence, strengthen business reputation and help organisations prepare for future regulatory developments.

Among the most important actions identified within the guide are the removal of default or easily guessable passwords, the establishment of a clear vulnerability reporting process, and the communication of how long security updates will be provided for connected products. These measures form the foundation of the mandatory PSTI requirements.

The publication also encourages businesses to review their role within the supply chain, use ETSI EN 303 645 as a benchmark for compliance, prepare robust Statements of Compliance, establish effective vulnerability reporting processes, and consider Secure Connected Device accreditation where appropriate. Members are also reminded that PSTI compliance information must accompany the product and should not simply be published on a website.

The guide notes that financial penalties for non-compliance can reach £10 million or 4% of global turnover, whichever is greater. It also highlights previous research showing that only 27% of manufacturers had a basic vulnerability reporting mechanism in place, underlining the need for greater awareness and action across industry.

“We are encouraging all members to download and review the guide and assess whether their products and business processes meet the requirements of the PSTI Regulations,” concludes Patricia.

DHF highlights growing commercial opportunities for hardware members through EPDs and carbon transparency

The Door & Hardware Federation (DHF) is encouraging hardware members to prepare for a significant change in the way products are specified, evaluated and procured across the public sector, as environmental performance and carbon transparency become increasingly important considerations in purchasing decisions. 

A growing emphasis on Environmental Product Declarations (EPDs), as well as the development of the Carbon Border Adjustment Mechanism (CBAM), is creating new opportunities for manufacturers and suppliers able to demonstrate strong environmental credentials, transparent supply chains and a commitment to responsible business practices.

Across the construction and built environment sectors, public sector organisations, contractors, consultants and procurement teams are under increasing pressure to demonstrate measurable progress against Net Zero commitments, sustainability targets and wider environmental, social and governance (ESG) objectives. As a result, the demand for reliable environmental information is growing rapidly. EPDs are becoming a key part of this process. 

 An Environmental Product Declaration is a standardised and independently verified document that provides transparent information about a product's environmental impact throughout its lifecycle. This includes factors such as raw material extraction, manufacturing processes, transportation, installation, use and end-of-life disposal or recycling.

By providing consistent environmental data, EPDs enable specifiers and procurement professionals to compare products more effectively and make informed decisions based on sustainability performance. The increasing use of EPDs is being driven by a range of factors, including whole-life carbon assessments, sustainable procurement requirements, Net Zero strategies, BREEAM and other environmental assessment schemes, and growing ESG reporting obligations. 

Organisations responsible for delivering public buildings and infrastructure projects are increasingly expected to demonstrate not only that environmental impacts have been considered, but that product choices can be supported by independently verified evidence.

In addition to the growing importance of EPDs, the Carbon Border Adjustment Mechanism is expected to place further emphasis on carbon reporting and supply chain transparency. CBAM has been developed to address carbon emissions associated with imported goods and materials, helping to reduce carbon leakage, improve emissions transparency and encourage lower-carbon manufacturing practices. 

Although the initial focus of CBAM is on high-carbon sectors and raw materials, its influence is expected to extend throughout wider manufacturing and construction supply chains over time, particularly where products contain materials such as steel and aluminium. As carbon reporting requirements continue to evolve, organisations are likely to face increasing scrutiny regarding the environmental impact of the products and materials they specify and purchase.

For DHF hardware members, the relationship between EPDs and CBAM is particularly important. While CBAM focuses on carbon emissions associated with imported products and materials, EPDs provide a much broader picture of environmental performance across the entire product lifecycle. Together, they support greater transparency, improved reporting and more informed decision-making throughout the supply chain. As public sector procurement increasingly focuses on embodied carbon, sustainability performance and ESG objectives, suppliers that can demonstrate both environmental transparency and a clear understanding of carbon impacts are likely to be viewed more favourably.

These developments are already influencing procurement and specification decisions across a wide range of public sector projects. New-build developments, refurbishment programmes, infrastructure schemes, transport projects, healthcare facilities, education estates, housing developments and government buildings are all seeing increased focus on sustainability and carbon performance. In many cases, environmental performance now forms part of tender evaluation criteria, meaning that suppliers are not only competing on quality and price but also on their ability to demonstrate responsible environmental practices and transparent supply chain management.

"Environmental performance is becoming an increasingly important part of product specification and procurement,” explains DHF’s CEO, Patricia Sowsbery-Stevens. “Public sector organisations and major contractors are under growing pressure to demonstrate sustainability, carbon reduction and responsible sourcing throughout their projects. The conversation has moved beyond simply supplying a compliant product. Increasingly, organisations want to understand the wider environmental impact of the products they are specifying and purchasing. They are looking for evidence, transparency and credible data that can support their sustainability objectives. For DHF members, this presents a genuine opportunity. Businesses that invest in environmental reporting, understand their supply chains and can provide independently verified information through EPDs will be well positioned to meet these changing expectations. DHF currently offers fourteen generic EPDs for its Building Hardware members with a further one presently in production.

“Many public sector clients are now expected to demonstrate progress towards Net Zero goals and wider ESG commitments. As a result, architects, consultants, contractors and procurement teams are paying much closer attention to environmental performance when making specification decisions. Members who can provide robust environmental information are likely to find themselves in a stronger position when competing for work. EPDs can help demonstrate transparency, support whole-life carbon assessments and provide confidence that sustainability claims are supported by evidence and we are proud to offer these generic EPDs to our Building Hardware members and encourage more to take advantage of the opportunity to be part of the scheme."

DHF believes that the trend towards greater environmental accountability will continue to strengthen in the coming years. As sustainability requirements become more embedded within procurement processes, environmental transparency may increasingly become a prerequisite rather than a differentiator. The Federation is therefore encouraging members to consider how they communicate their sustainability credentials to the market. This includes ensuring that customers are aware of any EPDs available for products, providing information about responsible sourcing practices and engaging proactively with specifiers, contractors and procurement professionals.

Early engagement during the specification stage is becoming increasingly important. By discussing sustainability performance at the beginning of a project, suppliers can help clients understand the environmental benefits of their products and support wider project objectives relating to carbon reduction and responsible procurement. DHF also believes that membership of the Federation can play an important role in these conversations. DHF membership demonstrates a commitment to industry best practice, technical competence, professionalism and compliance. These qualities align closely with the objectives of public sector procurement teams seeking confidence in both products and suppliers.

"Public sector buyers are increasingly looking for trusted suppliers who can support them in meeting complex sustainability and compliance requirements,” concludes Patricia. “They want confidence in the quality of products, the competence of suppliers and the transparency of the supply chain. DHF members are already well placed to support these objectives. By combining strong technical expertise with a commitment to compliance, responsible business practices and environmental transparency, members can demonstrate real value to clients and stakeholders.

ADSA: Joint Competency Initiative Nears Completion


The Automatic Door Suppliers Association (ADSA) has flagged that its partnership work to deliver a competency framework Initiative for the door, gate and shutter industry is nearing completion, following two years of intensive collaboration to define clear, role-specific competency pathways.

Final outputs are now undergoing industry consultation. This marks a significant step forward in establishing nationally recognised, structured competence frameworks across the construction industry, aligned with the requirements of the Building Safety Act and wider regulatory reform.

As part of the programme, ADSA has played a central role in the development of fire-rated and non-fire-rated installer competency frameworks for door, gate and shutter systems.

A key upshot has been the clear separation of these two product areas – recognition that fire-rated systems require additional, specialist knowledge and skills beyond those needed for standard installations. These include enhanced understanding of product performance, installation tolerances, compliance evidence and the implications of failure in life-safety scenarios.

This group has involved collaboration between ADSA, the British Woodworking Federation (BWF) and the Door & Hardware Federation (DHF), supported by CITB, spurred on by a shared aim of raising competence, consistency and accountability throughout the supply chain.

It has undertaken a root and branch review of existing National Occupational Standards (NOS) and is now completing a new National Occupational Standard which will be a formal benchmark for training, assessment and qualification development across the sector.

Ken Price, Managing Director of ADSA, said: “This has been a substantial piece of work and one that the industry genuinely needs. Separating fire-rated and non-fire-rated competencies was essential – fire performance products demand a higher and more specific level of knowledge, and that must be clearly recognised.

“This will give employers, training providers and individuals a clear, structured route to understanding and demonstrating competence in line with modern regulatory expectations.”

The final frameworks and National Occupational Standards will support future qualification development, employer assurance and regulatory compliance, helping the sector respond to increasing scrutiny around competence and life safety.

ADSA will continue to support the rollout and implementation of the frameworks, ensuring members are fully informed and able to align their training and workforce development strategies accordingly.

A lifetime in the industry and a new chapter ahead


At the end of June, I officially retired from my role as CEO of the Door & Hardware Federation, handing over the baton to Patricia Sowsbery Stevens, who currently serves as Deputy CEO. It feels like the right moment to reflect not only on my time at DHF, but also on a career that has given me more opportunities, friendships, and experiences than I could ever have imagined.

I started work many years ago, although I will leave you to guess exactly how many! What I will say is that I became the very first Commercial Apprentice at Josiah Parkes, better known to many as Union Locks, based in Willenhall in the West Midlands. At that time, Willenhall was regarded as the heart of the locks and hardware world, employing more than 6,000 people across the town and surrounding area. Looking back now, it feels like I entered the industry during a completely different era, yet even then there was a sense of pride, craftsmanship, and community that stayed with me throughout my career.

Fast forward to 2008 and I found myself preparing for retirement for the very first time. Strangely enough, I was still working in Willenhall, in the very same building where I had started all those years before. Of course, a huge amount had happened in between. Parkes had been taken over by Chubb. Chubb later became part of Racal Electronics, famous for launching Vodafone, before becoming a separate PLC listed on the stock exchange. Then Williams Holdings, who already owned Yale, acquired the Chubb lock division, and eventually in 2000, the business became part of the ASSA ABLOY Group. It was quite a journey and certainly never dull.

After so many happy years in the lock industry, I genuinely thought retirement had finally arrived. As it turned out, retirement lasted only a few weeks. I quickly realised I still wanted a new challenge, and that challenge came in the form of becoming Executive Chairman of the Door & Hardware Federation.

Looking back on my time at DHF, there are several achievements that have given me enormous satisfaction, but training has to come first. In 2013, DHF introduced its very first training course covering automated gates and traffic barriers. At the time, we had no real idea what demand would look like, but it very quickly became clear that there was a significant need across the industry. The response was so strong that DHF appointed its first full-time Training and Compliance Officer. Encouraged by this success, further training programmes were introduced covering industrial doors and garage doors. Working alongside BRE, DHF also launched training courses focused on fire door installation and maintenance.

Today, DHF offers nine training courses and has welcomed nearly 7,000 learners. That growth is something I am particularly proud of because training and competency are absolutely essential for the future of our industry. Importantly, we have never stood still. DHF continues to develop new programmes to meet the changing needs of members and the wider sector. In the coming weeks, we will launch the new Building Hardware Training Programme, which is the biggest project DHF has ever undertaken in terms of both time and investment.

What makes the programme especially valuable is its flexibility. Companies can select training modules specifically suited to their employees and business activities. For example, if a company specialises in padlocks, there is a dedicated module focused solely on padlocks. Altogether there are twelve individual product modules, creating a truly tailored learning experience.

Another source of great pride has been the growth of DHF’s membership. Today, DHF represents six product groups and has more than 600 members. All areas have grown steadily, but the expansion within the automated gate and industrial door sectors has been especially significant, with 380 and 356 members participating in those groups respectively. Without doubt, part of this growth reflects companies recognising the value of access to high quality training and guidance at reduced member rates.

DHF has also continued to play a major role in supporting industry standards and developing its own Technical Specifications. This commitment stretches back many decades. In fact, DHF was instrumental in creating the well-known BS 3621 thief resistant standard for single point locks during the early 1960s, a standard still widely recognised today. More recently, DHF introduced TS 007, which addresses anti-snap protection for lock cylinders. Work is also nearing completion on a new Technical Specification for key safes.

As I prepare to step away, naturally my thoughts also turn to the future. One thing on my wish list is a return to more face-to-face meetings. Teams and Zoom meetings undoubtedly have their place, but I do believe we have become too dependent on them and, in so doing, have lost some of the benefits that come from personal engagement and networking. Another ambition is the creation of a proper apprentice scheme for gate and door installers. DHF has explored this possibility for several years, often encountering dead ends along the way, but there now appears to be a genuine opportunity to make it happen. I sincerely hope the industry can bring it to life.

I would also like to see a greater understanding and use of the Competency Frameworks developed by trade bodies across the sector. These frameworks provide clear pathways for becoming a properly trained and competent professional. The work has been done. Now the challenge is ensuring those pathways are recognised and adopted across the industry. Hopefully this will encourage greater uptake of NVQs, particularly those offered by Entrance Systems Alliance, a company jointly owned by DHF and the Automatic Door Suppliers Association.

As for me, after decades in the industry and many rewarding years at DHF, it is finally time for a new chapter and perhaps the biggest challenge of all deciding what to do with all my free time. It has been such a privilege to work alongside so many talented and dedicated people throughout my career, and I would like to thank everyone who has been part of that journey.

Finally, I must congratulate Patricia Sowsbery-Stevens who is taking over from me as CEO. Patricia has been with DHF for ten years and has played a major role in developing our commercial function involving marketing, membership and training. She works tirelessly for DHF and her promotion is well deserved. I am sure that you will join me in wishing her all the best in her new position.

So, the time has come...


I have been CEO of DHF for many years during which time it has been a privilege and honour to be part of the team who have worked together to make DHF what it is today. Now I am retired...

Membership has grown every year and looking back the highlight for me was when DHF launched its first training course in 2013. What a pleasure it has been to see how this element of DHF has grown and will continue to grow with the launch of the Building Hardware Training programme in the next few weeks.

I am also very pleased to announce that Patricia Sowsbery-Stevens, currently Deputy CEO, will become CEO from July 1st. Patricia has been with DHF for over 10 years and has played a major role in developing our commercial function involving marketing, membership and training.  Patricia works tirelessly for DHF and her promotion is well deserved. I am sure that you will all join me in wishing her all the best in her new role.

As well as thanking all the DHF staff for their loyalty and support over the years, I must thank the Executive Committee and the Board of Directors for all the support and time that they give us. This is really appreciated by all of the staff. 

And finally, a big thank you to our members. Without their support DHF would not exist. It has been a pleasure working with you.

DHF announces new appointments and the expansion of its workforce


Door & Hardware Federation (DHF) has announced a number of new appointments as the trade association continues to strengthen its team and support for members across the industry.

As part of the changes, Kay Scattergood, becomes PA to General Manager & Secretary, Michael Skelding. Following many years of dedicated service, Kay Scattergood has chosen to reduce her working hours and workload, transitioning into a new role within the organisation and remains a highly valued member of the DHF team.

Kay has been with DHF for more than 38 years, progressing from Senior Secretary to Manager of the Administration Team and will continue to bring her extensive knowledge and experience to support the organisation.

Joining the organisation in April 2026 is Annie McKay as Office Manager, a newly created role for DHF. Annie is responsible for overseeing all office operations and the day-to-day running of the organisation’s administrative functions, including IT, HR, and the management of DHF’s externally recognised certifications such as ISO 9001 and Cyber Essentials. She brings seven years of office management experience across a variety of sectors, where she has overseen daily operations and supported large teams. Annie now manages the administration team at DHF and helps ensure the smooth running of the organisation.


DHF has also welcomed Huw Barnett as Senior Training and Compliance Officer. Huw brings more than 26 years of experience in the door, gate and barrier industry, and his career has included both hands-on operational roles and senior management positions, giving him experience across installation, maintenance, team leadership and operational delivery. Throughout his career, Huw has represented employers at a range of industry group meetings, contributing to discussions around safety standards, best practice and new technologies. In his new role, Huw will provide technical expertise to DHF members and deliver training across the sector.

“We are delighted to welcome new team members, Annie and Huw to DHF at an important time for the organisation,” says DHF’s Deputy CEO, Patricia Sowsbery-Stevens. “Both bring considerable experience, professionalism and energy to their roles, and their appointments reflect our continued commitment to supporting members and strengthening the services we provide industry wide.”


DHF has also announced the appointment of two new directors to its board. Wolfgang Gorner, Managing Director of Hörmann (UK) Ltd, joins the board with decades of experience across the building products, perimeter security, windows and doors sectors. Wolfgang began his career with RMC Group in 1988 before moving into perimeter security products with B&G Group in 1995. In 2000, he moved into the windows and doors industry, holding senior positions at REHAU, Epwin and Inwido before joining Hörmann in 2018 to lead its UK operation. Speaking about his appointment, Wolfgang said he is “passionate about the door, gate and barrier industries and believes DHF plays an important role in promoting high standards and supporting a level playing field across the sector”.


Also joining the board is Ricky Walker, Managing Director of Expert Access Solutions. Ricky has long supported DHF and been an active voice within the industrial doors sector throughout his career, including during his time as Solutions Director at dormakaba. He has contributed to a range of DHF activities including product group meetings, apprenticeship discussions and technical committee work focused on helping customers understand legislative requirements and industry standards. Ricky also brings significant board level and commercial governance experience and is committed to supporting the continued growth and professionalism of the federation.

“All of these appointments represent another positive step forward for DHF," concludes Patricia. “Annie, Huw, Wolfgang and Ricky each bring valuable experience and knowledge, and we are pleased to welcome them to the DHF family as we continue to support our members and the wider industry.”

DHF welcomes clarity on UK CBAM ahead of 2027 introduction


The Door & Hardware Federation (DHF) is encouraging manufacturers and importers across the construction and hardware supply chain to start preparing for the introduction of the UK’s Carbon Border Adjustment Mechanism (CBAM), which comes into force on 1st January 2027.

CBAM is a developing carbon reporting and taxation framework designed to address the carbon emissions associated with imported goods. The scheme will work alongside the existing UK Emissions Trading Scheme (UK ETS) and apply a carbon price to certain imported products, ensuring imported goods face a similar carbon cost to those manufactured domestically. 

The UK Government has confirmed that CBAM will initially apply to specific sectors, currently aluminium, cement, fertilisers, hydrogen, and iron and steel, with goods identified at commodity code level (the list of commodity codes within the scope can be found in Annex B: https://bit.ly/4tF7dGJ). Businesses importing £50,000 or more of CBAM goods within a 12-month period will be required to register.

“The introduction of CBAM represents a significant shift in how carbon accountability will operate across international trade and manufacturing,” explains Michael Skelding, General Manager and Secretary of DHF

“While the initial scope is focused on upstream materials and high carbon sectors, the effects will inevitably filter down through construction supply chains, including the door, hardware and security sectors. 

"Manufacturers and importers throughout the supply chain will increasingly be asked to demonstrate transparency around embodied carbon and sourcing practices. Preparing now will place businesses in a much stronger position as regulation develops.”

CBAM has been designed to reduce so called “carbon leakage”, where manufacturing moves to countries with less stringent climate regulations. The mechanism also aims to encourage lower carbon manufacturing globally, improve emissions transparency, and create a fairer competitive environment between domestic and imported goods. The European Union has already implemented its own CBAM framework, with the UK scheme following approximately twelve months later.

“The direction of travel is clear,” concludes Michael. “Carbon reporting, verification and supply chain transparency are becoming central to doing business within construction and manufacturing. DHF will continue supporting members by monitoring developments closely and providing guidance as further detail emerges.”

Under the UK framework, importers will be able to reduce the UK tax payable where imported goods have already been subject to a recognised carbon pricing scheme, such as the EU CBAM, provided the appropriate verification documentation is available. The Door & Hardware Federation is continuing to engage with industry stakeholders and government developments to help members understand the implications of CBAM and prepare for future compliance requirements.

DHF Sponsors Gate & Barrier Contractor of the Year at 2026 AFI UK Fencing Awards


Door & Hardware Federation (DHF) is proud to sponsor the Gate & Barrier Contractor of the Year category at the 2026 Association of Fencing Industries (AFI) UK Fencing Awards. The awards celebrate excellence, innovation and commitment across the fencing industry, and recognise companies and individuals who continue to raise standards across the sector.

The Gate & Barrier Contractor of the Year category gives contractors the opportunity to showcase the quality of their work across all sectors, with entries judged on standards of precision, attention to detail, innovation, creativity and overall workmanship. 

As part of the entry requirements, companies must also submit key safety and compliance documentation including a Risk Assessment Method Statement (RAMS), a Compliance & Residual Risk Assessment and a Declaration of Conformity. These documents are essential in demonstrating that installations are safe, compliant and professionally delivered.

All finalists will be invited to attend the awards ceremony, which will take place at Old Trafford in Manchester on 12th November 2026.

As part of its continued work across the industry, DHF remains committed to promoting gate safety and compliance. Powered gates and barriers are now a key part of many modern installations, making it increasingly important that systems are installed, maintained and operated safely. Training and competence continue to play an important role in supporting these standards. Through recognised training programmes, DHF helps industry professionals understand current legislation, risk assessment requirements and safe installation practices.

“This award recognises the high standards of workmanship, safety and professionalism that exist across the gate and barrier sector,” explains Steve Hill, Senior Training & Compliance Officer at DHF and judge for the category. “It is important that the industry continues to focus not only on the quality and performance of installations, but also on safety, compliance and ongoing competence. We look forward to seeing the entries for this year’s awards.”

The awards are open to the entire industry and companies do not need to be AFI members to enter. Businesses are invited to submit details of their best installations completed within the past 12 months with entries closing on 14th August 2026.

Entrance Systems Alliance launches Level 3 NVQ Diploma in Occupational Work Supervision (Construction)

Entrance Systems Alliance (ESA) formed by two well-known and established trade organisations, the Automatic Doors Suppliers Association (ADSA) and the Door & Hardware Federation (DHF), has announced the launch of a new Level 3 NVQ Diploma in Occupational Work Supervision (Construction). It is designed to support the development of skilled supervisors across the construction sector. 

The qualification is a workplace-based programme that enables learners to demonstrate their competence in a real construction environment. Built around National Occupational Standards, it assesses practical ability through evidence gathered on site, rather than through classroom-based examinations.

Learners complete a structured portfolio of evidence, supported and assessed by a qualified assessor, with the qualification graded on a pass or fail basis. Candidates must be employed in a relevant role, ensuring that assessment reflects genuine workplace responsibilities. The course is aimed at individuals currently working in construction who are supervising teams or preparing to move into supervisory positions. It is also suitable for those with existing industry experience, or those who have already achieved a Level 2 qualification or equivalent occupational competence.

To achieve the diploma, learners must successfully complete the six mandatory units and two optional units from a selection of four, covering the core responsibilities expected of a construction supervisor. These include monitoring progress against work schedules, maintaining health, safety and environmental standards, co-ordinating work operations, confirming work activities and resources, and developing effective working relationships on site.

Optional units enable learners to tailor the qualification to their role, with areas such as team performance, quality standards, dimensional control, and the use of plant and equipment.

The qualification has been developed to reflect the realities of modern construction sites, ensuring that learners gain relevant, practical skills that can be applied immediately in their roles. It also provides a clear pathway for progression into more senior supervisory or management positions.

“Our Work with the CITB super sector groups has highlighted the need for a route to professional competence; this level 3 qualification offers an opportunity for supervisors in the door, gate and shutter systems industry to demonstrate their competence and gives them a clearly defined pathway towards future management positions”, says Ken Price, Managing Director at ADSA. “We are delighted to be working with NOCN to be offering this qualification."

From an employer perspective, the qualification offers a structured way to support workforce development and confirm the capability of supervisory staff. By aligning with recognised standards, it provides assurance that individuals are operating at the expected level within their role.

“Developing competent, confident supervisors is critical to the future of our industry,” explains DHF’s Deputy CEO, Patricia Sowsbery-Stevens. “This qualification provides a practical, accessible route for individuals to demonstrate their ability in a real working environment, while giving employers confidence in the skills and standards of their teams. DHF publishes new guidance to help members prepare for major 2026 construction regulation reforms


The Door & Hardware Federation (DHF) has launched a new guidance document designed to help members understand and prepare for the significant construction regulation reforms expected in 2026.

Created in response to UK Government proposed legislative changes following the Grenfell Inquiry, the guidance explains what the new regulatory landscape may look like and how businesses across the door, hardware, and wider construction sector can take practical steps to prepare. The document aims to simplify complicated regulatory developments and provide members with a clear direction on how to strengthen compliance, improve product safety processes, and meet rising expectations around competence and accountability.

The guidance, entitled ‘Preparing for Forthcoming Changes to Regulating Construction’, outlines the key reforms that are expected to reshape the industry. These include the move towards a single construction regulator, major changes to construction product rules, and the introduction of a new General Safety Requirement that will apply to all construction products not already covered by the Construction Products Regulations. These developments signal a shift towards stronger enforcement, clearer responsibilities across the supply chain, and a greater focus on evidence-based compliance.

Rather than simply outlining the changes, DHF has focused on helping members understand what actions they should take now. The document encourages businesses to review their competence and training arrangements, strengthen technical documentation and traceability, ensure that product claims are supported by clear evidence, and align with robust certification and testing processes. It also highlights the importance of preparing for increased scrutiny across the supply chain as the regulatory environment becomes more structured and accountable.

“Construction regulation is changing at pace, and it is essential that businesses across our sector are ready for what is coming,” explains DHF’s General Manager, Michael Skelding. “This guidance has been developed to give members a clear and practical understanding of the proposed reforms so they can take action early and continue to meet the highest standards of safety and compliance. DHF members already place strong emphasis on quality and professionalism, and this document helps ensure they remain well prepared as the regulatory framework continues to evolve.”

The guidance makes clear that many DHF members are already in a strong position due to their commitment to industry standards and responsible business practices. However, it also stresses that early preparation will be important as the sector moves towards tighter regulation and greater accountability. DHF will continue to work closely with Government and industry partners to monitor developments and provide ongoing support through technical guidance, training, and updates, ensuring members remain informed and confident as the new regulations take shape.
