The British Woodworking Federation (BWF) responds strongly to the Chancellor’s Autumn Statement

The British Woodworking Federation (BWF) has responded strongly to the Chancellor’s Autumn Statement, expressing concerns that commitment to business is being undermined by the lack of real investment in growth.

Commenting on the Autumn Statement, BWF Chief Executive, Iain McIlwee, said:

“The Chancellor missed a vital opportunity to help us understand, and give us confidence in, his vision of the future.

"To start with the positive, the fuel duty has been scrapped and the focus on competitive taxation is good news. We called for and got an increase in annual investment allowance.  Rewarding companies investing in growth is vital, but investment is about more than availability and cost of capital, it’s also about confidence. Here we remain disappointed as there is no clear indication that the Chancellor is backing catalysts for growth, and much of the promised investment seems to be diluted, or restating old promises yet to be fulfilled.

"Housing remains a fundamental socioeconomic problem, and potentially a huge stimulant for growth. The Green Deal was not even mentioned.  In the Autumn Statement we were disappointed to see more of the same from policy makers - a piecemeal approach to a housing and construction strategy where the sum of the parts may well end up being less than the whole.”

INGERSOLL RAND TECHNOLOGY KEEPS LONDON FLYING HIGH

Innovative door solutions developed by Ingersoll Rand Security Technologies are helping to keep the terminals secure at the UK’s first and only cable car network which sits 90 metres above London’s river Thames.

The Emirates Air Line which opened for the Olympics is operated by Transport for London and can carry up to an estimated 2,500 people per hour from Emirates Greenwich Peninsula for the O2 arena to the Emirates Royal Docks and the Excel arena. The network contains 34 gondolas, each with a maximum capacity of 10 passengers. The terminal buildings are an important element of the day to day operations of the network.

The door and shutter technology installed in the cable car terminals by Ingersoll Rand is specifically designed to ensure the highest levels of safety and flexibility in a wide range of environments. It includes four Dor-O-Matic manual, stainless steel doors, five roller shutters and 17 Martin Roberts stainless steel doors.

The contract was awarded to the Ingersoll team based on their project management background, competitive pricing and track record of developing products with high standards of reliability, comfort and safety. The team also had a proven history of partnership working with Principal Contractor, Mace, and was able to supply the complete door and ironmongery package using its own Briton ironmongery range.

David Hindle Key Accounts and Major Projects Manager at Ingersoll Rand, said:

“For us it’s about providing a whole service, from advising on the best technology for the environment and specific requirements to safe and secure installation, and the ongoing provision of excellent service and support. This project involved working to extremely strict deadlines and managing the logistical challenge of working across both sides of the Thames and I’m really proud of what the team achieved. The Emirates Air Line is a fantastic scheme and we’re delighted to have been part of such an iconic development, serving Londoners and visitors alike by helping to ensure their continued safety and security.”

Matt Randall, Project Director for Mace, said:

The Forum of Private Business reacts to the Autumn Statement

Autumn Statement should provide some much-needed seasonal cheer for most SMEs, says lobby group

The Forum of Private Business has welcomed much of what was in today’s Autumn Statement, describing it as a helpful springboard for UK economic growth in 2013 and beyond.

The business lobby group welcomed a number of the schemes outlined by the Chancellor, such as a 10-fold increase in the Annual Investment Allowance, a 25% increase in the budget of UKTI to promote exporting, and the outright cancellation of January’s planned fuel duty rise.

“A 3p rise in January would have been nothing short of economic vandalism in the current climate,” said the Forum’s Chief Executive, Phil Orford. “In fact it would have been hard to imagine a worse start to 2013 for the UK economy.

“No doubt the Chancellor will have heard the nation’s collective sigh of relief at the news January’s hike has not just been delayed, but abandoned altogether.

“Fuel prices have reached a cliff edge, and the Chancellor has acknowledged this with today’s announcement. He has also clearly heeded the overwhelming objections from small businesses that high fuel prices are hampering their own growth ambitions on a number of levels.

“We had urged the Treasury to commit to the concept of a fuel duty stabiliser by the end of the current Parliament, so what we have here is temporary relief instead of a serious policy change with real lasting benefits, but we can’t see many businesses bemoaning that just yet.”

The Forum also pointed to more good news for SMEs in the shape of an extension to Small Business Rate Relief, and a 10-fold increase to Annual Investment Allowance up to £250,000.

“The increase in the Annual Investment Allowance to £250,000 is welcome but a tacit admission that the decision to cut the same allowance to £25,000 this year was a wrong one. Given that UK businesses are currently sitting on £700bn of cash reserves, it could be argued that the earlier actions of the Chancellor created a disincentive to invest through 2012, at a time when business needs confidence to create growth.

“Nevertheless, we welcome this increase and urge businesses to take advantage of it. There are big savings to be had here for firms who’ve been waiting for the right time to invest and upgrade equipment, and this kind of spending tends to wash right down the supply chain.

“We also massively welcome the news on SBBR, as will our members. This is a really important element of the Chancellor’s statement for small business.”

On the Chancellor’s intention to employ 1,500 more tax inspectors to clamp down on aggressive tax avoidance by big firms, he added: “Tackling tax avoidance is of course a sensible measure. HMRC have in the past focused too much on the SME end of the spectrum, so we see this as a healthy rebalance, but the likes of Starbucks have brought this on themselves.

“We are now starting to see a change in attitudes, with large corporates beginning to understand the need to contribute more to the Exchequer, and therefore the coffers of UK plc.”

In conclusion he said: “Overall the capital allowances, fuel duty postponement and SBRR suggest this is a good budget for small businesses in terms of cutting day-to-day costs. This is what we wanted to see, and to a degree we got that today.

“Whilst of course it is disappointing that government is missing some debt targets, the overall forecast suggests the Government should stay the course it is charting to maintain confidence in our economy. It is essential because the Government’s own credit rating is essential to some of its schemes such as Funding for Lending.

“We wait to hear more on the Business Bank, and of course just how much of the Heseltine Review the Government is taking seriously come spring.”

CE CHANGES CLARIFIED BY ASSA ABLOY

Changes to the CE marking system will be introduced in 2013. To ensure specifiers are prepared for these amends, ASSA ABLOY Security Solutions is offering expert guidance and explains the impact of these changes.

As of July 2013 it will become an offence to place a non CE-marked construction product on the market if it is covered by a harmonised standard – a European standard recognised by the European Commission as a basis for legislative compliance.

For many standard building products this is a relatively simple change, and a practice that most specifiers and architects already adopt. However, ASSA ABLOY Security Solutions is keen to point out the implications this ruling has on the subtle differences between doorsets and door assemblies.

Traditionally, doorsets are supplied to projects either as a whole unit or assembly kit from a single source, whereas door assemblies comprise different parts from various sources and are assembled on site.

For specifiers and architects the supply of CE marked doorsets offers an opportunity to purchase a full doorset, which has the relevant characteristics and will conform with the required standard, this removes the need to verify the suitability of each component supplied and assessment of the full door when assembled and in situ.

Ian Bartlett, Head of Product Management for ASSA ABLOY Security Solutions, explained:

“Put simply, a door assembly with components from more than one source cannot be CE-marked and therefore the onus will be on the specifier or architect to ensure conformity in situ.

“Although individual components of a door assembly may meet with European or British Standards when put together they may not all act as intended, which is why it is crucial that the doorset is tested as a whole and produced from one reliable and traceable source – something a CE marked doorset with provide.

“The use of doorsets as opposed to door assemblies simplifies the supply chain and should any problems arise, contractors and building owners need only contact one source for a solution. It is also hoped that by sourcing doorsets from a single company quality will be more consistent and installation will be improved, as opposed to on-site construction that can cause project delays, plus there are supply chain economic benefits from reduced transactions and project management.”

Currently all CE-marked external doorsets must be compliant with BS EN 14351 – 1:2006, and standards are currently in development for internal and fire or smoke resistant doorsets.

Ian Bartlett, continued:

“It is crucial to point out that a CE mark is not a indication of performance or quality but a manufacturers guarantee that it meets current market directives and ensures that, as long as it has the relevant characteristics, it cannot be excluded by any EEA government. As such it is increasingly important that specifiers are able to easily obtain CE-marked goods and this will now exclude door assemblies.”

For further information on the changes to the CE marking, please visit www.assaabloy.co.uk/securitysolutions

RTI – penalties approach published by HMRC

HM Revenue and Customs (HMRC) has published guidance on penalties for late and inaccurate returns submitted in real time (RTI).

The guidance sets out that for employers operating PAYE in real time:

  • There will be no penalties if in-year Full Payment Submissions (FPS) are sent in late, until April 2014. The current penalty process will continue to apply at the year end, with a penalty being charged if the relevant information is not up to date by 19 May. From October 2013, HMRC will send letters so that employers understand that they would have been liable to a penalty.

  • There will be no automated late payment penalties until April 2014. The current processes will remain until then. HMRC will use real time information to collect late payments.

  • For the tax year 2012-13, HMRC will not charge penalties for inaccuracies identified on in-year FPSs. But penalties may be charged after the end of the tax year, based on the final FPS for the year.

  • For the tax year 2013-14, if we discover inaccuracies on FPSs, in-year penalties may apply. HMRC will use the same considerations as now to identify employers for compliance visits. If HMRC discovers inaccuracies as a result of a review, it will use the same criteria as now to decide whether a penalty applies and if so, how much it should be.

The full guidance is published here http://www.hmrc.gov.uk/payerti/paying/pay-hmrc/deadline.htm

Information on real time information and late payment has also been published as a What's New item.

Suzanne Newton, Programme Director for Real Time Information, said:

“After stakeholder consultation, we have published our guidance on late and inaccurate returns sent in real time. This will give most employers a year to get used to reporting in real time before implementing the new penalties.

“The delivery of PAYE real time reporting is on track. HMRC has been piloting RTI since April 2012 and it is going really well.”

Find out more on the HMRC website.

Duties in the eyes of the beholder

Image Copyright: Alison Killilea
Road safety charity the IAM is offering weekly motoring tips from Britain’s top advanced driver, Peter Rodger. This week he is advising motorists on keeping your eyesight in check when behind the wheel.

IAM chief examiner Peter Rodger said: “Your eyesight will inevitably change as you get older, and usually not for the better. Since the majority of information gathered in order to make decisions while driving is through your eyes, good vision is a necessity.”

Peter offers tips on eyesight and driving:

  • Get your eyes checked regularly by an optician or GP. You are entitled to a free NHS eyesight test every two years, and more frequently if you are above 70 years old.
  • The law requires motorists to be able to read a car number plate from a distance of 20 metres – If glasses or contact lenses are needed to achieve this, they must be worn at all times when operating your vehicle.
  • If you are diagnosed with a condition which causes vision impairment, you are obligated by law to inform the DVLA. Failure to do so could result in a fine.
  • If you have trouble with night vision or headlight glare, avoid driving outside daylight hours. Older eyes take longer to react to changes in light, lengthening the recovery period after facing dazzling headlights.
  • Peripheral vision is diminished as eyes age - turn your head rather than glancing sideways to compensate for this.
  • Maximise your view by keeping headlights, mirrors, and windshields (inside and out) clean.
  • Increase your range of visibility by upgrading to a larger rear view mirror, as well as a wing blind spot mirror.
He continued: “The deterioration of our eyesight can go unnoticed, a fact which is especially problematic after the age of 40 when the rate of decline increases. Poorer vision can pose an even greater risk during the winter months, with fewer hours of daylight and more challenging weather conditions. Now is the time to book yourself in for an eye test to ensure you’re as safe as you can be when driving your car.”

About the IAM

The IAM is the UK’s largest independent road safety charity, dedicated to improving standards and safety in driving, motorcycling and cycling.

The commercial division of the IAM operates through its occupational driver training company IAM Drive & Survive.

The IAM has more than 200 local volunteer groups and over 100,000 members in the UK and Ireland.
